libpd enables you to embed pd without gui into an iOS app, but you still have to code all the gui stuff and bundle the app together yourself.

Robot Cowboy is about to release an app that adds a processing-like gui front end to a libpd audio engine, so you can make your own applications for iOS, but you would just be loading your own patch and gui code into an existing app...not creating a new one.
